Supplies needed:
Paint Shop Pro Version 8, or demo which you can download here.
Graphic of your choice
Sparkle tube of your choice.

1. Open your graphic in PSP, this is what my original picture looks like:

2. Look on your layer pallette, if your layer says "Background" like this:

3. Right click on the word "Background" and Promote to Raster Layer:

You must take this step in order to add anything to your graphic.
